Network protocols are a set of rules, standards or convention, which is designed for the exchanging of the data among the network. The link or node function is the only factor considered by the network protocols. However, they do not pay attention on the achievement of the function.

NetOps is defined as the operational framework consisting essential tasks, Situational Awareness (SA) and Command & Control (C2). NetOps should consider the geographical locations of the links or nodes. The physical medium can be multiplexed to support multiple logical links to improve the throughput of the data. On the other hand, some failures resulting from the physical medium are correlative. It is hard to provide afault tolerance through separate the link and some of the failures. The failure of the medium can be detected through detecting whether the links are failure. The well designed geographical layout can offer the devices the continuous power supply to try the best to reduce the frequency of the power outage.
